The necessity of an ID card

The law mandating all Iranians to have an ID number and a postal code:

Article 1- the ministries of interior and communication and information technology have to provide all Iranian citizens with an ID number and a postal code.

Article 2- all individuals and legal entities, ministries, organizations, companies, governmental institutions, universities, banks, municipalities, Islamic Republic institutions, and the armed forces of the Islamic republic of Iran and all other organizations who have to own a title to be considered by the law must own and use an ID number and a postal code which is provided to them by the national organization for civil registration.

Article 3- the mentioned card is considered the identification document of any Iranian and is subject to all legal and criminal sentences and should always be carried by its owner.

Article 4- the issuance of any kind of administrative or union ID cards or driver’s license is not allowed without the indication of the ten digit postal code and ID number.

Note: administrative or union ID cards or driver’s license which were issued before are valid until when they are ready to be changed.

Article 5- the government must assign the application costs of the ID and postal code number project to the executive branches.

Article 6- the regulation of this legislation will be provisioned by the ministries of interior and communication and information technology and ratified by the ministry board within two months.

The above law consisting of six articles and two notes was passed by the parliament on May 7, 1997 and was ratified by the guidance council on May 14, 1997.
